Nace bajo la necesidad luego que el Gobierno Nacional reglamentara la destinaci\u00f3n del 20% de los excedentes cooperativos al \u00e1rea de Educaci\u00f3n Formal, su \u00e9xito es acogido por el sector solidario de la regi\u00f3n permitiendo el cumplimiento de dos principios cooperativos: &#8220;Cooperaci\u00f3n entre cooperativas e Inter\u00e9s por la comunidad&#8221;.
